Does anyone can tell me how to bring up the "create rectanglular or polygonal viewport? tab?"

I don't have LT in front of me, but presuming it's the same as AutoCAD, then you have to be in a layout at which point the Layout contextual tab will appear, on which is the "Layout Viewports" panel, shown below.

For some reason I don´t have that Tab! I manage to access the same options using the "menu bar" ...

Turn the tab on: right-click anywhere on the ribbon and explore the TABS and PANELS options.
