I have a Block with Attributes and want to be able to rotate the Block as a whole and also move/rotate the Attribute independantly, ie keep the text the right way up and move it if necessary so that it doesn't overlap the block outline.
When the Block is in its default orientation I can move the Attribute by the position grip as you would expect but if the Block is rotated, the Attribute moves at 90 degrees to the movement of the grip.
Some of my Blocks actually behave how I want but not others - is there a particular sequence in attaching the Parameters/Actions that should be followed?

You probably included a stretch action in your rotate action's selection set. (Happens to all of us now and then.) First rule of thumb for DB's: Don't include any actions in another action's selection set. Objects, yes; parameters, sometimes; actions, practically never.
