there a way to set fractions to be stacked diagonally, permanently? I have
this problem with regular mtext, not dimensioning (setting dimension fractions
is ok.) I get things to look right, but when I re-open the file, all text
fractions have become horizontally stacked. Any suggestions?

After typing a fraction, highlight it, right click, on the menu that appears left click on "Stack Properties", select "Style" ie. "Fraction (Diagonal)", click on "AutoStack... "Enable AutoStacking" ... "Convert it to a diagonal fraction" (or horizontal) ... and OK, (which returns you to the AutoStack Properties menu), click on "Defaults" and "Save Current Settings" ... and OK.
