Make a polyline (rectangle) that is  32 1/4 by 75 1/4 and radius all corners with a 4" radius.

Now, highlight the line and check properties and what does it read?

I get 208 1/8 reported from the PROPerties panel but doing the math of the linework it returns 208 1/4 with 4* 6 5/16 + 2 * 67 1/4 + 24 1/4 *2 = 208 1/4

Maybe I'm doing something wrong or not adding correctly but it doesn't match.

Rounding.... specifically the arc segments  (you also rounded them to the nearest 1/16th)

Rounding errors got you. The perimeter of your quarter arc isn't 6-5/16 (6.3125), it's 6.28318. Multiply the difference (0.02932) by 4 and you've got your 1/8" (0.11728) discrepancy.
