Opening a viewport triggers zoom ext

I have one, possibly 2 users who when they access a viewport via double clicking it triggers a zoom extent. One user its isolated to one file the other (not at work today) I think happens to all files. I'll have to ask when he is in. Any Ideas?

Is the Viewport locked before they try to activate it? (Assuming a Viewport in Paperspace.)

Yeah sorry. In paperspace, unlocked viewport. If it's locked it doesn't happen.
