layer for background graphics images

It seems that AutoCad LT is not able to create and keep a background layer for imported graphic images, shading etc. The draworder command does not work as the steps in the help menu indicate that it should. It does not work at all to keep newly modified shading in the back and the help menu is not very much help.
What is the problem?
Alternatively, maybe someone can recommend a step by step guide to the funkiness of LT so that I can nativate such mundanely basic commands as these on my own.

It is difficult to work out, I agree. Normally, the newer/more
recent objects your work on or create tend to be on top, older stuff in the
background (or at least that is how it is supposed to work).

To use DRAWORDER, you sometimes have to bring entities forward
more often that sending other entities back. maybe that will help?

Another trick is to use the MOVE command, and move an
object(s) in its place (0,0 to 0,0) to get it to stay in front of other
entities.

Suzanne,
If you are trying to keep an image in the background (or other wise
un-selectable) you can right click the image and un-check "Selectable".
This will cause it to remain in the background (after using draworder)
and you can then create and select entities on top of that. As a matter
of practice, if you insert the image first and then un-check
'selectable', this will naturally leave it at the bottom. (Keep in mind,
draworder does not always carry through when the drawing is used as an
xref).
