Insert External Reference

I am using AutoCAD LT 2013. I always start my drawings at a common point 0,0,0. When I attach an external reference, I want the insertion point to be 0,0,0 so that my drawings overlap each other. However, when I attach, the drawing is 596'-10", 345'-11 1/4" every time! Am I missing a setting or extra step? (Have attached screen shot)

Try opening your external reference file, typing BASE, and entering 0,0,0.
