Help with exporting a WMF file

I am trying to export a dwg. to wmf the problem is I have the drawing set up with the detail in paperspace and the border in model space when exporting I can only pick the objects that are in the current layout. If I am in paperspace I can only export what is in paperspace, or if I am in model space I can only select whats in model space. I need to be able to export both paper and model space at once. Any help would be appreciated.

Detail is in model space, and the border is in paper space.

EXPORT ignores paperspace viewports. Why the WMF? Have you tried
this instead:
