DWG To PDF.pc3:

The exact error I get is AutoCAD LT Warning
DWG To PDF.pc3: This plotter configuration cannot be used for one of these reasons: the driver cannot be found, the device cannot be found, or the driver has a problem. The None plot device has been substituted.

I just downloaded the latest version of Adobe 9.0 writer and reader.
I paid for this and I still can't seem to generate a PDF from AutoCAD LT

This same problem appears whether I try it from
PLOT or Output TAB and export PDF.

dwg to pdf.pc3 is by Autodesk, you did not need to buy anything to make it
work, it's part of the program. As the error notes, it's broken, you need to
repair reinstall LT. I suspect you migrated from an older version? that
older PC3 file move over to your new seat and it does not work.

If you bought Adobe Writer (why?), you do realize it does not support LT so
it will act as a system driver: you will need to aim at that Adobe Writer
system driver, not Autodesk's pc3 file, to use it. As far as I know it does
not create a pc3 file in LT (but if I am wrong, Adobe Support should help
you).

Contact the Adobe folks you bought it from, this is Autodesk area here, they
do not own or resell Adobe products.

Do a repair install of the program as advised above. DWG to PDF.pc3 should be there and usable.

Also:

Opening a Plot dialog where the Windows installed printer has either been changed, deleted, or is from another system: i.e; You opened a drawing created by someone with Printer X and you do not have Printer X.

Assign a printer from your system to the drawing and Save. The printer will be available to you the next time you open the file. Rreview PAGESETUP Command to create and update Layout tabs.
