Drawing limits in autocad lt

When you are setting up a template and you set in the drawing limits - are they based on the size of the paper  ex:  x,y so origin is o,o and upper right would be 48",36"?  I know this cant be right so i am missing something.  Or is it based on the scale you are drawing in?

LIMITS as defined in HELP as the variable? or something else?

 

It depends on what you want to do in modelspace: draw at 1:1 or to a scale? plot only from modelspace? not use paperspace? control the on screen grid? 90% of users never set the variable LIMITS to anything special.
