Dim text doesn't respond to settings

I want dimension text to default centered above the dimension line. So, my
settings in the Text Placement dialogue box are Vertical "above" and
Horizontal "centered". But while dimensioning, the text STILL appears
Vertical "centered" and the text STILL moves freely with the cursor instead
of appearing Horizontal "centered". How do I obtain my desired defaults?
