Changing tool bars

On my workspace screen in LT2008 I had sliding bars along the side and borttom that I could move my drawing around with my mouse. (much like MS Windows when you have a page that is longer than what the screen can show, you grab the arrow with your mouse and scroll down or up) I can't seem to find them in LT2014. Can anyone tell me how to turn them on? Thank you.

I am working in 2013, but it shoule be close to the same location. If you go to Tools, Options, and then to the Display tab, it will be under Window Elements (or somewhere near there) There is a check box that needs to be checked called "Display scroll bars in drawing Window". I hope this is what you are looking for.
