AutoCAD's control for button sizes in toolbars can be found in OPTIONS command's DISPLAY tab, under Window Elements.

Otherwise this may be your Windows Display settings: got a screenshot to share?

Did you try the fix I suggested? Reread my first post, first paragraph and try it,

Also, this is the LT forum: you're other stated workspaces don't exist.

We can't see what you can see: provide us with a screenshot showing what you think is a problem.

AutoCAD's control for button sizes in toolbars can be found in OPTIONS command's DISPLAY tab, under Window Elements (you don't want to check USE LARGE BUTTONS FOR TOOLBARS).

Hope that helps. Remember to save your workspace afterwards using WSSAVE command.
