Change Scale on a Portion of a drawing

I am trying to re-scale a cross section of a roof. I want to change the scale on this item only from 3/32" to 3/16" and maintian the current dimensions. Everytime I change the scale factor is changes the dimensions as well. What am I doing wrong?

It sounds like you must be scaling your objects in model space. That's
usually considered a no-no. Everything should be drawn 1:1, then scaled by
using appropriate zoom factors in paper space (layout) viewports.

What are you changing, the Model itself (bad idea), or the paperspace Layout
Viewport scale of the model?
