Cannot ediit attribute - "On Locked Layer" while the Layer is not locked

I cannot edit any block attributes in my drawing.  When attempting to do so, the command line states: "The object is on a locked layer".  All of the layers in my drawing are unlocked, on and not frozen.

Any ideas?

Go into the block editor and check the layers there as well. I have noticed that the layer states inside blocks can be different to layer states outside blocks.

Start LAYER command
Select all layers
Unlock all the layers
Problem go away?
