can state plane coords be used in auto cad lt?

I had a request to add wells using state plane coordinates using an aerial photo.  Is this possible in acadlt 2010?  If possible I would thinkk that if I could get a relationship with the wells I could adjust the image/photo if I had two known coordinates on the photo.  Not even sure if you can change to NAD83 (1991) in light.  Please advise.

Not an option if you want the most accuracy: look into AutoCAD Civil 3D or MAP 3D for such precise tasks.
