Acad 2007 Lt dwg embedded in Excel 2003

Hello, I'm running AutoCAD LT 2007 and Excel 2003 from Office Basic 2003. One of our guys embeds Acad files in Excel for our Welding Proceedures. Typically, to edit/create a new proceedure he will save as then double click the drawing inside Excel which will open up Acad where he will update and save which reflects back into Excel. Now when he opens up the Excel file and double clicks on the embedded drawings he gets "Cannot start the source application for this object". The only thing left to do is click ok which leaves me where I started.

I've also started with a new Excel sheet and new Acad drawing thinking there might be a version incompatability but I still get the same error. (File Attached if you want to try)

I've checked out some other google searches and all have seem to come up dry.

OLE (Object Linking and Embedding) is like Xref in AutoCAD, but between two
different programs.

So not only must the 'other' source file always be in the same spot and
always called the same thing, the app that launched it must exist in the
same spot (and other small things) or Windows must use that app to open the
file.

Embedding from a temp dwg file does not work, sharing only the Excel file
with others does not work either.

In an Excel file where everything works, type CTRL+G (or Edit Menu>Go To)
and find out where Excel sees that file as residing. Repeat in the same
Excel file on another PC and see if the location is still available.
Also repeat in your posted Excel file on your PC where you created it: here
it shows nothing to open or go to... .
