X/Y Scale of 3D Scan

I was provided a scan with elevation at a scale that was applied throughout the drawing. I want to scale the drawing without changing the elevation associated with the contours. Any ideas?

Block it out, insert it, apply an X & Y scale factor, and leave the Z scale
alone. Then explode (the block, that is 😉 ).
