Try the following (if you have not already)
Under Sheet Manager -> Settings -> Section Preferences
Change the "Section Sheet Border Spacing" Top/Bottom and Left/Right settings
to a larger number.
Set them both to a minimum of 2.5 and see what happens. Go larger until you
are satisfied that this is not the problem.
If this is the problem, you will probably have a lot of wasted space on your
sheet.
