1. Do you have the latest version of FlexLM administering a 2007 license file?
2. Are there enough licenses for everyone accessing the software?

You can check this by going to properties under My Computer > Advanced tab > Environment variables, you should have a ADSKFLEX_LICENSE_FILE variable that has the server name(s) where your FlexLM is installed.
