Importing 3d LInes into surfaces

If I have a drawing that is made of all 3d objects, how can I import those objects into a terrain model in Ldd 2007. I have tried using the import 3d lines command, but I get an error that the "surface is not open"

Use Terrain Model Explorer jforse;
Set the Surface you wish to add these items to as Current;
Click the Surface you wish to add the 3D polylines to, and it will expand;
Then right-click the Breaklines category, and it will show you the choices
of Breaklines you can add;
Select Define by Polyline;
Name the 3D polys as suits you;
Select the ones you wish named so;
When you've selected all of that type, then hit the Enter key.

Start from Select Define by Polyline to add more 3D polylines to the
previous group.

I name mine by what they represent:
EOP = Edge of Paving;
GFL = Gutter Flowline;
TFC = Top Face Curb;
BOC = Back of Curb;
etc.
