CUI 2007 - Toolbars can't move em

Ok running LDT 2007 SP2A, companion. Just had a CUI file fail in LDT. Replaced it with the almight original, never touch it, land.cui from the program files directory. Managed to get the menus back but now when I add a tool bar and want to move it into position I can't move it. I get a big black, thick circle with a line through it basically saying it won't do it. But I can turn it off on the 'x'. Any thoughts on what causes this and how to fix it?

You may have them locked.

Right-click on a toolbar location & look for Lock Location.

Hold the Ctrl key down while you left-click the mouse to move it.

If you want to turn off this behavior, set LOCKUI to 0
