It may just be part of the "Companion" install. The Civil 3D Projects folder
is part of a C3D install. Do you also have C3D installed?
I also have the folder but I pay no attention to it.

Making the folder hidden and read only.... when I opened a drawing, nothing
out of the ordinary happened. The modified date & time of the folder did
not change and the attributes still stayed hidden and read only.
In prototype manager, the paths for prototype names are directed towards a
different directory.
As for the prototype settings, I just went through the very painful process
of checking all the settings with Land Desktop and civil design for each of
the prototypes. Took a while but I didn't see any directory's pointing
towards "C:\Civil 3D Projects".
