Layer Manager on command line

help, layer manager is displaying on the command line instead of dialog box,
and I can't work out how to change it back, does anyone know how?

what command does it give when you hit the layer manager icon?...It should
say '_layer If it doesn't then someone changed a setting in your pgp file
or lisp routine.
