Text Spacing on tables not adjustable

In ACE2005 I was able to adjust the spacing to .15 and now I am forced to use .213 with a text height of .07. This is unacceptable can I some how bypass this automatic feature?
see attached.

The text height minimum is based on the text height + 1/3 text height plus 2
times the cell margins. You might want to check the cell margins of the
Standard table style (or ACE_TABLE* table styles if exist) by using the
TABLESTYLE command . Maybe they are set fairly large? If that isn't the
case, let me know.
