Panel Layout Problems

When inserting balloon BOM call-outs in my panel layout I often get an error message stating (Error: bad argument type: 2D/3D point: nil). It will not allow the balloon to have arrows pointing to the item I am trying to call-outt. What is going on and how do I fix it?

I've seen a similar issue when trying to copy part of a schematic to another area of the drawing. I have not found any real solution to this problem.
