Panel Balloons

My company wants to add the <P_TAG1 > attribute into the balloons, I read through the AutoCAD help file that you can add the attributes you want to show by putting them into a dwg called "wd_ptag_addattr_itemballoon".

So that's what I did I created the dwg and added the <P_TAG1> attribute but it doesn't link with the footprint itself and I am unable to even edit the attribute manually because it becomes blocked.

Is there something I am doing wrong has anyone acheived this?

I tried to do this years ago and never got it to work.  Hopefully someone can come through on this because I would like to use it too.
