Item balloon block problem

I'm setting up ACADE for our company and I'm having a problem with item balloons not creating correctly.

The item text appears in the correct position relative to the leader, but the balloon circle seems to be centered on the text entity's alignment point, rather than it's insertion point.

This results in the circle appearing below, and to the left of the text.

Suggestions please.

Did you ever find a resolution to this problem?  I have having exactly the same issue in ACADE 2014.  Driving me nuts.

Do you have OSNAP turned on? The balloons insert funny sometimes depending on the OSNAP selected.
