I have a question wrt functionality of AutoCAD Electrical.
Can I do the following with AutoCAD Electrical?
Electrical reticulation
Metering Circuits
Line diagrams
Basically everything to do with electricity and metering.

My question would be "for what purpose?" Street lighting? traffic lights? distribution? subdivision setup?
Schematically sure you can but you would need to create the symbols... if its for sub division planning... well there are civil programs for that.
I don't think I would want to plan a Subdivison in ACADE.
Metering Circuits
You sure can, you may need to add you meter to the catalog, but the symbols should be there ( under instrumentation, but its very generic)
The rest of the generic Electronics for batteries, Resistors, capacitors is under " Electronics"
Line diagrams
Yes you can make these, Make sure any components you make have the "WDTYPE" attribute with "1-" one line (single line) components or "1-1" One line (Single line) Bus taps.

In a word, yes. Can you do those things out of the box for electrical systems? Not so much. There will be a lot of customization needed.
I work for a municiple electric utility. We are using AutoCAD Electrical to design our substation controls and communications. (or are beginning to anyway) That includes substation metering and one line diagrams. Autodesk Inventor is being used for the substation physical side of things.
For distribution, we are working with AUD. (AutoDesk Utility Design)
