Our IT recently upgraded me to a new laptop. They loaded it with AutoCAD Mechanical 2007, AutoCAD Electrical 2007, and Inventor 11. AutoCAD Mechanical seems to work fine, but AutoCAD Electrical produces the error
Command:

Command: ; error: An error has occurred inside the *error* functionbad

Command:
whenever I select an Electrical function. All other regular AutoCAD functions work fine while in Electrical.
I do notice that when AutoCAD Electrical first launches that the Electrical Menu Utilities do not load. It displays the error
AutoCAD Electrical menu utilities ; error: bad argument type: streamp nil
Any help would be greatly appreciated.

I'm working with AutoCAD Mechanical 2011, recenlty upgraded from XP 64 to Windows 7 and I too am receiving this same error after opening a drawing.
; error: bad argument type: streamp nil
Everything else seems to be wokring fine.

Try to check if your current workspace has been set after launching, it should be set to ACADE&2D Drafting & Annotation as default. If not, manually set it.
Second suggestion is to check if acade.cuix file is loaded or not.
