Child Location/Description Update -- not updating

ACE 2005 SP1 in XP

I'm running "Child Location/Description Update"
(I'm having trouble because panel isn't matching schematic, but that's another story)
I happened to notice that it is reporting the WRONG UPDATE file in the text window (command history)

You can see below where it says "3 pending changes written out to ... blah blah"
This continues to the next line "...9-2-SLITTER.upd"
Appears correct so far.

But the next line "No pending updates found in N:\eng\elec\STR-11292\BOM\STR-11292-9-2B_rev1.xls" LOOKS INCORRECT
The file mentioned is that last BOM report I have run - its the WRONG FILE. (report/panel/bom/)
I don't understand why it should be mentioned here.

Also, if I look at my "project" dialog box, I see that 3 pending changes are reported there

If I look at the UPD file, then the three things in there look like they belong to the part I just clicked.

It looks like "Child Location/Description Update" has made a list of updates, but somehow not processed them.

MY BASIC PROBLEM:
1) Somehow I get a mismatch between Panel and Schematic - not sure how/why it is mismatched
For example PB41700
2) I'm looking for an easy way to correct the mismatch once it is found:
-I suppose I can delete the panel part and re-insert
-I've tried changing ALL the part data in the schematic part (including mulitbom)

WHAT I'VE NOTICED
-Panel Exception report doesn't consistently report the problem (making it tedious for me to find & correct)
-Parent/Child update doesn't seem to work

AFTER FURTHER FIDDLING:

1) first I ran a Panel Exception report.
I noticed that there were mismatches between Schematic and Panel
(I ran the report while on the schematic page)

2) Next, I tried Parent/Child update.
(As noted earlier, it doesn't properly process update file, I have to go to the project dialog and manually run the update)

3) next, I rerun the Panel Exception report
Still has mismatches
-seems to be saying that the PANEL DESC fields are blank
-it looks like it is listing CAT twice - I think this is because we have multibom (top plus 2 multi)

4) Next, I go to the component on the PANEL drawing.
Run the panel exception report again
I GET DIFFERENT RESULTS
-it doesn't report any CAT errors
-now it says the Panel has DESC data, but the schematic part is blank
