The project points to a particular library folder or series of folders. To
define this:
1. right-click on the project name in Project Manager
2. select Properties
3. select the Project Settings tab
4. expand the Schematic Libraries section
5. remove any folder names you do not want, for example, the c:\program
files....\jic125 and add the ones you want, for example, c:\program
files\....\iec2. The order the paths are listed are the order that AcadE
will search for a symbol on insertion. Use the buttons at the right to

To select IEC style tagging. This can be done on a per-drawing basis or as a
proejct setting. If done as a project setting it must be applied to each
drawing as shown below. Remember, when Project Settings are applied to
drawings, it is all settings not just specific ones.

1. Open the drawing
2. Select Projects -> Drawing Properties
3. Select the Components tab.
4. In the Component TAG Options section, select Combined
Installation/Location tag mode. Select any sub-options below it depending on
your preferred format for tagging.

I found this answer:
When you install the software you choose which default standard but when you
choose your libraries to install you can install as many as you want. Then
for each project you define whether it is JIC or IEC by selecting the
Component Tagging options (can be applied to each drawing as this is a
drawing setting) and defining which library to use, i.e. JIC or IEC.
