Border Swap

After reading the thread below, I worked through swapping out title blocks/borders.

However, when I choose 1 block at a time, browse to location, and check retain old block scale and swap block, the new one does not adopt the old scale. Am I missing something? The title block text also looses any edits that may have been done (i.e. reduced width). Any help would be greatly appreciated.
