Attributes and the Project Wide Utilities

Is there a way to set specific attribute sizes and text types for an entire drawing or project?
I know you can use the Project Wide Utilities box to make specific changes to the project or active drawing, but this is only a quick shot effect. If I go insert new components into the drawing after the Utility has been ran I have to run this utility again for my text height and style to all be the same throughout.
Is there a way to setup dwg properties once so newly inserted items automatically adjust WITHOUT having to run this utility every time?

I think the utility that was recently mentioned in another post up here
is what you also will be looking for. If you go to the COMPONENTS pull down
menu, select SYMBOL LIBRARY and MODIFY SYMBOL LIBRARY. This tool will help
you to modify an entire symbol library. As always, make a backup of the
library prior to using the utility so that you always have the original to
fall back on when/if needed.
