It's difficult to say exactly what might be causing the error, but AutoCAD Electrical 2007 is definitely not supported on the Windows 7 platform. The first versions of AutoCAD (in general) to be (mostly) supported on Windows 7 were the 2010 releases, with the 2011 products all being fully supported.
