Scale control for General Note label

I would like the option to tell a general note label to scale to the current
drawing scale or to remain at a 1 scale. I was looking to replace the text
inside some of our symbols with the general note label so when the view of
the drawing changes, the text will rotate to that view. I modified a block
to do this and it worked great, but when I tried to insert the block, the
label was scaled to match the drawing scale before Autocad set the scale of
the block so my text that was created at .1 height in the block had a height
of 250 for a 50 scale drawing.

Another request for the general note label is to have the ability to
manually rotate the label. I saw Scott McEachron's request to have a
rotation option when you edit the text of a label. If adding the rotation
option would be too difficult, just allow the label to be rotated using the
rotate command.
