Stormwater Modeling in Foreign Countries

We have a project at a 17 acre site in Belize.  There are no stormwater regulatory requirements, but we want to develop a stormwater plan to effectively manage runoff from the site through culverts and detention ponds before it flows into the nearby creek.  SSA has extensive rainfall data for the United States, but nothing internationally. Belize has very limited rainfall intensity and design storm data available, but we do have monthly and some daily rainfall data for the site.  Belize rainfall patterns are not similar enough to use any data from the US.

 

What is the best method for modeling rainfall in this circumstance?

 

What would be the most straightforward form of stormwater modeling considering our limited data?

Looks like they have data going back to at least 1951 to do your frequency analysis on.
