Flow in pipe network drops after passing through junction

When modeling a pipe network using Hydrodynamic or Kinematic Wave link routing I've noticed that the peak flow will decrease as it passes through a junction.  I assume this is due to a longer time of concentration being applied to the flow due to the travel time in the pipe.  I've run into issues with municipal plan checkers having heartache with this slight decrease in peak flow, so I'm wondering if there is a "toggle" or option somewhere in the program so that the analysis will not show a decrease in peak flow as it passes through a junction.

 

The peak flow did not decrease as it passed through a junction when using Steady Flow link routing, but using Steady Flow creates a myriad of other issues, so I’d like to use Hydrodynamic.
