What is Barrel Pipe Clearance?

I know this is a stupid question.  I've looked at C3D Help.  I've looked at the forums.  I've looked at blogs.  They all talk about setting the value for the SBPC but I can't find anything that actually defines what it is.  Is it the value from the bottom of the frame to the top of the pipe?  Bottom of the cone to the top of the pipe?

Clearance from base of cone it is controlled within the part builder application

If you look in part builder under model parameters branch for each structure you would like to use to see how and where Barrel Pipe Clearance is used in a structure
