Warning - Angle is out of range

During an import event I get a warning message saying the Angle is out of Range.  The .fbk text below is where the import is getting hung up, the red text is the specific line.  Has anyone run into a similar error?  Any help or suggestions would be appreciated.

 

F1 VA 23211 260.52200 84.640 90.32060 "HWC1"

F1 VA 23212 260.10119 86.282 90.31600 "HWC1"

F1 VA 23213 261.27140 84.380 90.15160 "GS"

the angle should read 90.31599 because autocad/civil3d does not understand 60 minutes! And if you dont change it, the point will not come in. Hope this helps.
