Viewport Units

I'm sure this has been asked before, but I'm not feelin like looking through
the 11,000 posts to find out. My problem is that I am working in decimal
units, but I opened a drawing from someone else and the units of the drawing
are different than the units of the viewports. The viewport scales show up
in Architectural Units while the drawing itself still shows decimal units.
How do I change the viewport units?

I have found that the best way is to start a new drawing with your preferred
.dwt file. Insert the drawing into your new one. If it was from an
architect, you may want to insert as a block, then probably rescale by a
factor of 12. (meaning x 12 or x (1/12).

Yes, I have done that before. But that isn't my problem. My problem is
with viewports. I will have a drawing that if I type "units" in the command
line, a box will pop up that tells me I am in decimal units. When I
highlight a viewport in paper space, and check the properties dialogue box,
it gives me the list of scales I can choose from to assign to that viewport.
And the scales are in Architectural Units, not decimal units. I don't know
how or why the drawing would have different units than the viewport within
itself.
