I know how to define a local coordinate system, but I haven't had to define one with a rotation. I can't find where to put the rotation in at. I am using the calibration sheet from our tremble office software. I have all the information to build it, but without being able to put in the rotation angle I know it won't be correct. Anyone know where or how to find this?

A little more information, please. Are you creating a custom projection using a Calibration Report*? Unless you are trying to create something like an Oblique Mercator Projection, I don't understand why you need to "rotate" anything. Better to pull the lats and longs and ellipsoid heights from your control points and use those to create a low-distortion projection.
*Calibrations warp the space/time continuum. A very bad thing indeed.

Toolspace->Settings Tab->Transformations
