Trouble with raster moving in paperspace

I am having trouble with a design, in model space everything is fine but when I move into paperspace my raster moves around as I move and zoom in and out. My contour lines and survey points and lines all stay correctly oriented but the raster image jumps around if I move in and out. I can not get things correct in paper space because of this. I have never seen this before, does anyone know what my problem is?

Just a guess. But try going into the viewport and typing Plan and selecting World. This will kill any twist (rotation) you have in the viewport so be sure you can recreate that before trying this.

how are you bringing in the raster - as an inserted image that you scale & rotate, as a FDO connection, or as a Map Image Insert?

Has anyone figured this issue out. I think it is printing as it moves as well.

I have a SID file referenced via map import that is ~2 GB in size. I dont know if this is a graphics card issue or what.

REGEN and REGENALL dont help at all. I also tried the previous suggestion of reseting the viewport using "plan" command. It is rotated via UCS by object, not twist or dview command.
