Translate Survey Database

I'm trying to translate a survey from a UCS to WCS on a legal plan but it will not allow me to pick the points in the drawing, do I need points set on the control points on the legal plan or can I pick line work?

Are you trying to select the points in the drawing via, object snaps, and it's not allowing you to select the osnap by chance?

Translate Survey Database is only for points in the external Survey Database.  You can not just select a few points in the translation, as it will only translate the entire database.
