Tool Palettes won't resize

None of my palettes will resize, or even show the resize cursor. It doesn't matter whether or not it is docked, un-docked or on auto-hide.

I'm using Civil 3D 2007, SP3, Network version on Windows XP Pro.

Does anyone have any ideas what might cause this? Or how to fix it?

Try holding down the control key while you attempt to resize...
if that works we will go from there.
If it does not work I'm at a loss.

Yes! Holding down the control key does work. Is there some setting I can change to make it not do that?

There is a toggle in the AutoCAD task bar (bottom right) that looks like a
lock. This is it.
LOCKUI is the variable. There are several settings. Look in help to find
the one you want.
