Surface from Point Cloud

I have a 212km² point cloud with 399794764 point in the database (PCDB).  When I create a suface of the point cloud, the surface only has 777478 points which is only 0.194% of the original points.

My question is how does Civil 3D determine how many points to use from the PCDB to create the surface from?

I am using 2011 64bit on a Dell T7500.

The limit via Point Density is 1 500 000 points (POINTCLOUDDENSITY at 100%).
777 478 point for the surface indicate a POINTCLOUDDENSITY of about 50% at surface creation time.
