Subassembly Properties on Tool Palette

How come when I create a custom tool palette and paste subassemblies (actual subassemblies not blocks of subassemblies) on to it and then I try to set the properties for that subassembly - they don't stick? I have a typical curb and gutter I want to use, but it doesn't let me set the default dimensions for it. It always reverts back to the default. I am using 2006. Is this a bug or am I doing something wrong???

Do you have write permission in the tool palettes folder? If not, your
settings will not stick.

Alos, are you pasting the SA into a new palette or an Autodesk created
palette (metric roadway) for example? This may not work either.

I do have write permission to the tool palettes folder and I created a new tool palette with a new group and I am trying to place it there. Currently my only work around is to create a block of the SA with my correct dimensions and then drag that to my palette and that works, but I would rather just put the SA directly on the palette.
