Structures not attaching to proposed surface

I'm having an issue trying to get some proposed structures to attach the proposed surface. When dropped in they don't seem to "grab on" to proposed surface, but rather go to zero. They can be modified to fit the surface, but there is no update unless done by hand-cranking. We've also run into an issue now where a corridor action (attaching an alignment for existing right-of-way) makes these objects disappear. They are still in the network, just not visable. In this situation when the propoerties are viewed the structure has doubled all the proposed elevations.
