I'm working in Civil 3D 2013 currently. I have a Civil 3D "template" DWG that has all my current styles in it. My ACAD.DWT is a blank drawing with no styles in it, but has all the same drawing settings. When I copy in a structure style (using drag & drop from toolspace) from the C3D template to a new drawing (acad.dwt), the size of the block in the style changes.

Your screenshots show inches on one and feet on the other dwg for the P-FH block.
I suspect somehow there's an insert units or drawing units issue causing this scaling issue of the P-FH block when copied from dwg A to dwg B.
That's just it, I've checked everything and there are no variances (except frame values). I used express tools System Variable Editor and exported the SVF Files and compared them using notepad ++. Here they are for reference.
Hmm, Does entering -DWGUNITS @ command line from each dwg return the same units?
Both the same there too. I'll try turning off the scale on insert.

Another thought, what happens if you import it using the Import Styles tool rather than drag/drop?
Showing feet instead of inches with that method. Any idea where the setting is for that? Must be a Civil 3D setting, but the units and zones data matches.
Sorry I don't know either where it's grabbing these settings from, just had a hunch it might behave differently.
I found the culprit!
Toolspace->Settings Tab->Right click on drawing and select Drawing Settings->Ambient Settings tab->Dimension property->Unit
