structure part error

I am trying to add a new manhole but I keep getting this error mesage

I have tried edditing the parts list but I can't change anything.  I tried "partcatalogregen" and that didn't help.  I have tried redirecting ( SetNetworkCatalog ) to another parts catalog and that didn't help.  My design is done and had no issues before but now I am working on my redlines and need a couple new manholes.  When I insert a new manhole it has no size which mean I can't show it in my profiles and sections.  It only shown in the plan views.  I also tried opening a new drawing and I get the same errors.  Anyone know whats going on.
